The path of democratic development chosen by Kazakhstan obliges to implement principles such as transparency in relations between the government and society. Considering the problems of regulation and control of processes on the Internet, a variety of different, sometimes opposite, views and approaches are revealed. It is believed, for example, that one of the main reasons for the rapid development of Internet resources is precisely that its implementation eliminates the need for one organization or one state to create a single global network - information is sent through various networks that are part of a common system, regardless of their affiliation and the principles of the organization.
