Civil society in modern Kazakhstan has a long history. Even in ancient times, the idea of building a civil society has become one of the priorities of the traditional Kazakh society. Any state policy could not ignore such institutions of civil society as the bi (judge) court, the work of akyns-Zhyrau and Sal-Seri, the roles of batyrs, aksakals, etc. All these institutions ensured the consolidation of society. Later, the colonization of Kazakh lands by tsarist Russia, as well as the creation of a unified Soviet state, interrupted the historical continuity, diversity of ownership forms and traditional values in society. But some institutions, especially respect for the older generation, the aksakal have been preserved in society to these days. Since independence, Kazakhstan's society has seen an awakening of civic consciousness. Although many public institutions have lost their role, the recognition of ideological and political diversity has become the fundamental principles of civil society in Kazakhstan
