The article examines the views of the constitutional democratic party regarding the agrarian imperial policy, including the resettlement one. The cadets were the true defenders of the interests of the indigenous population of Siberia, the Steppe Territory, Turkestan and strove for a legal solution to the land issue, with the obligatory participation of all interested parties in its discussion. Based on verbatim records of the meetings of the State Duma of Russia, collected in the "Collection of documents and documents on the agrarian history of Kazakhstan (XIX-XX centuries)," the principles of legality, consensus and the denial of violence in addressing land issues followed by the cadets are highlighted.
