On the basis of an archival document introduced into scientific circulation for the first time, the article discusses the industrial and financial development plan of the Prorvinsky correctional labor camp for 1939. This ITL was located on the territory of two union republics: the Kazakh and the Russian Federation. Having 4 camp departments in its composition, this facility of the penitentiary system was part of the general branched structure of the GULAG. The main production activity of the camp was fishing in the Caspian Sea and fish processing, as well as the construction of the necessary infrastructure for their own needs. The archival document under consideration covers in sufficient detail many aspects of the economic life of the studied Prorvinsky camp.
The correctional labor camp under study was one of several similar institutions that specialized in the field of the fishing industry, which was supposed to serve both the GULAG system with fish products, and part of the goods were transferred to the civilian sphere. The archival document shows us what the indicators of the camp were in 1938, and also clearly shows the planned indicators for 1939. Such scrupulousness of the reporting past and the upcoming ITL work plan indicates a detailed approach to such documents. Based on quantitative indicators, we can judge the scale of activity of the Protva camp, which was located in the Caspian region. Thus, this report allows us to judge the main areas of work of the penitentiary institution in question. This article is not a complete review of the problem under study and requires further study.
