The article analyzes the progress of the management system of the city of Zaysan and the county of the same name until the October Revolution. In the second half of the 19th century, in the city of Zaysan, which was built as a defensive point, and in this region, the control system led the serf special leadership, creating at first a special fortress. After expanding the territory of the region and increasing the population, as before, the management system moved in 1875 to a county-level management system, which still did not satisfy the type of government. In 1871, the Zaisan fortress acquired the status of a city, and occupied its work as an administrative administration institution. After moving to the county government, the county government led the general administration of the volosts subordinate to him and acted as the apparatus fulfilling tsarist Russian politics.
