Abstract

The study historically analyzes the state policy in the field of higher education and science in the Republic of Kazakhstan. The new policy in the field of education and science in the transition to a market economy should have a real scientific goal, that is, be based on real analysis and direct calculation. The study and use of historical experience is an obligatory stage in the development of comprehensive recommendations for improving the construction and management of education and science, which is one of the principles of effective management that prevents mistakes and the repetition of tactical errors in strategic calculations To date, the issue of identifying the importance of higher education in the public sphere of the republic has become relevant. It is known that in any society the training of highly educated specialists is a continuous process. Therefore, it is impossible to identify and solve today's problems only in new ways and methods. In this regard, in our opinion, it is necessary to rely on the rich experience of the past and take into account the good that can be used in the modern world. Without it, the continuity of social progress is broken. Non-observance of continuity in the field of education not only weakens the national identity, but also has a negative impact on the spiritual life of the country, leading to a weakening of the effectiveness of the activities organized here.
