This article deals with the process of organization of the work of the «Commission established to draw up lists of voters» in the introduction of the Town Regulations of 16 June 1870. The basis of the article was formed by unique materials and documents preserved in the Central Archive of the Republic of Kazakhstan, thanks to which the history of the work was restored and the work of the Commission was evaluated for the first time, which conducted an important preliminary works for the organization of the first election of vowels to the Vernensky City Duma in 1877. Events that were important in collecting and refining voter lists, as well as procedures for preparing the electorate-citizens for the upcoming elections have been restored. As a result of the historical study, unique data were obtained, which was the first experience and supporting material to organizing pre-election work of all subsequent polling companies to the Vernensky City Duma.
