As a result of the administrative and political reforms carried out by Russia in the region in the 1870s and 1880s, the Kazakh territories were incorporated into several administrative entities. The territory of the former Bukei Khanate became part of the Astrakhan Governorate. Mangystau was transferred to the Transcaspian Region. The Akmola, Semipalatinsk, Semirechensk, Ural, and Turgay regions were incorporated into the Steppe Governorate-General. The Syrdarya region was part of the Turkestan Governorate-General. Kazakhs also settled in the regions of Siberia and Altai, which are adjacent to the Steppe region.

Administrative management in the regions of the Steppe Governorate was determined in various ways. The Semirechensk region was governed by a military-people's administration established by the Regulations of 1867. According to the Regulations of 1868, the Semipalatinsk region was headed by a military governor who also served as the commander of the troops. The Governor has been in charge of the Akmola Region since 1881. There were also significant differences between the Regulations of 1867 and 1868. It is time to amend these «Temporary Regulations», which were only in effect for two years. In this regard, in order to streamline the management of the Kazakh steppes, the «Regulations on the Management of the Akmola, Semipalatinsk, Semirechensk, Ural and Turgai Regions» were developed in 1891.

The article analyzes the «Administrative Structure» section of the Steppe Statute in comparison with the corresponding sections of the Statutes of 1867 and 1868. According to the research object, the provisions of the Regulations are confirmed by facts related to the West Siberian region. It is emphasized that the administration of the Kazakh steppes was brought into line with the empire's internal administrative system.
