Abstract

This article is devoted to the reform of party organs after the Twentieth Congress of the CPSU. It was decided to restore law and order, expand the powers and expand the powers of the Central Committee of the Communist Party of the Union Republics.
Although the deadline for observing the elections and reports of party bodies from top to bottom was streamlined, the party’s internal life, neither in the period presented, nor at a later time, was able to become a model of genuine democracy in public self-government.
The Central Committee of the Communist Parties of the Union republics still could not make fundamental decisions affecting the internal life of the republics without the approval and consent of the Central Committee of the CPSU. As before, state power in the republic in the person of the first secretaries was distributed and appointed by the "center".
