Abstract

Abstract. After the conquest of the southern territories of the Kazakh steppe in the mid-60s of the XIX century, the Russian Empire began to develop administrative reforms in order to introduce a unified Russian administrative system in the region. On February 2, 1865, a special "Kyrgyz Steppe Commission" was established to develop new draft Regulations on the management of the Kazakh steppes. The commission included representatives of the Ministry of the Interior and the Governorates-General. As a result of more than two years of work by the commission, a draft Regulation on the administration of the Turkestan Territory was prepared in 1867, and a draft Regulation on the administration of the steppe regions of the Orenburg and West Siberian Territories was prepared in early 1868. Together with the drafts, the Steppe Commission developed an "Explanatory Note" to the draft Rules. These documents were approved by the Ministers of the Interior, Foreign Affairs and the Governors-General.

The article analyzes the "Explanatory Note", which justified the need to adopt a new law regulating the main spheres of public life in the Kazakh steppe. The opinions and final conclusions of the commission members regarding the policy of the imperial government on the political, economic, and spiritual development of the Kazakh steppe are compared with the articles of the reforms. In accordance with the object of the study, the articles of the Regulation of 1868 concerning the West Siberian Territory are analyzed. It is concluded that the content of the Regulation of 1868, which changed the legal status of the Kazakh territory, which turned the territory into the final colony of the Russian Empire, is justified by an "Explanatory Note".
