Abstract

The issue of Soviet modernization in Kazakhstan and its consequences began to be widely studied after the acquisition of independence of the Republic. Including the famine of the 20-30s, which took the lives of millions of people and put our people on the brink of extinction. The policy of collectivization of the Soviet power became the reason of mass refugees. To study the refugees on the territory of the Kazakh-Chinese border at the beginning of the 1930s, and to assess the Soviet authorities' terrorist actions against Kazakh refugees. Using a wide range of sources, to identify the causes, the extent of refugees, and the types of violence occurring in the border zone.

Based on the analysis and comparison of archival sources and materials of oral history, the author comprehensively investigated the tragic events of the early 30's of XX century, which took place in the frontier zone of East Kazakhstan. The causes of refugees, its regional peculiarities were revealed. Instead of revealing and eliminating the reasons of mass refugees, the authorities did not acknowledge their mistakes and used mass terrorist acts against the peaceful population. Refugees in the Kazakh region and the acts of violence widely used against Kazakh refugees are among the most brutal crimes of the Stalinist regime.
