The article analyzes in detail the successful steps of Kazakhstan's cultural relations with Turkey in the early period from 1991 to 2000. Since 1991, after the independence of the Republic of Kazakhstan, organizations of friendship and unity began to be created between the two countries on an independent public basis. In addition to official cultural and scientific ties, the intentions of public organizations, including religious communities, to establish contacts between Turkey and Kazakhstan contributed to the strengthening of interstate relations. It is worth paying attention to the fact that the activities of this contract are unique in that the relations between Turkey and Kazakhstan in the field of culture and science, which are considered in this article, have a deep and specific substantive character. The agreement provides for the main areas of international cooperation, including: development of relations between universities, exchange of research projects and programs, holding of scientific conferences, meetings and joint scientific work, training and exchange of specialist personnel, exchange of educational materials and information, theater, music, opera, the development of mutual relations in the fields of ballet and other arts, organization of exhibitions, mutual relations and exchange of programs with artists and art collectives of Turkey and Kazakhstan, acquaintance with literary works and their translation in both countries, cinematography, television and radio companies, information agencies and the press, promoting relations between youth organizations. As a result, relations in the cultural, scientific, spiritual, and general humanitarian spheres, which continue to this day, have become an inescapable policy of the two countries.
