Duties and Rights of Editors, Reviewers, and Authors
The Editor-in-Chief of the journal ensures compliance with the legislation of the Republic of Kazakhstan in the field of intellectual property and publishing activities, as well as information transparency through the scientific journal’s website.
A reviewer is obliged to provide an objective evaluation of the manuscript’s content and avoid any personal criticism of the author. Reviewers must contribute to improving the quality of the publication and assist in the decision-making process regarding the manuscript's publication. The reviewer must identify previously published works that have not been cited in the manuscript under review.
Only individuals who have made a significant contribution to the conception of the work and interpretation of research results can be listed as authors. The author must acknowledge the contributions of all participants involved in obtaining the research results and include them as co-authors. The author must ensure that the final version of the manuscript has been approved by all co-authors. In this case, all authors share responsibility for the content of the work.
Publications by students and master’s degree students are allowed only in co-authorship with a scientific supervisor, who bears personal responsibility for the content of the work.
Authors must present accurate research results and properly reference all used publications. Plagiarism in any form must be strictly avoided during the manuscript writing process.
Measures to Identify Conflicts of Interest and Unethical Behavior
Unethical behavior includes actions by authors, editors, or publishers such as submitting self-reviews of their own articles, arranged or pseudo-peer review, use of third-party services for publishing research results, falsifying author lists, publishing pseudo-scientific texts, submitting articles to other journals without the authors’ consent, sharing author materials with third parties, copyright violations, breaches of confidentiality in editorial processes, citation manipulation, plagiarism, falsification, and fabrication.
Members of the editorial board of the Bulletin of the Kazakh National Pedagogical University named after Abai, series "Historical and Socio-Political Sciences", do not disclose information about manuscripts under review to third parties, except for assigned reviewers. The editorial team also does not disclose the identity of reviewers to authors or others.
These and other behavioral standards for participants in the publication process — particularly the principles, norms, and standards for authors, editorial board members, publishers, and reviewers — are based on the rules of scientific ethics.
Journal editors must evaluate manuscripts solely on their scientific merit, accuracy, objectivity of conclusions, and should promote scientific discussion while protecting authors’ personal data. Editors are entitled to review expert opinions and make suggestions for improving manuscripts accepted for publication.
Editorial board members must follow established instructions to fulfill the basic ethical requirements of publication, maintain confidentiality, and not use unpublished author materials in their own research. They are authorized to involve experts in various fields to participate in the peer review process of articles submitted for publication.
Reviewers are required to adhere to agreed deadlines, treat submitted materials as confidential, and provide a clear and reasoned objective evaluation of the materials under review. A reviewer should notify the editors or decline the review if the article’s topic is outside their area of expertise or timely review is not feasible.
Authors are required to present reliable results of original research and an objective discussion of its significance.
In the event of a conflict of interest or unethical behavior in the course of official duties, editorial board members must act in the interest of the journal and the university.
