According to archival sources, in the 1920s-1930s, a number of cultural institutions were opened in Semipalatinsk: a teacher's institute, a drama theater, a printing house, etc. So, in 1920 the first working faculty with Kazakh and Russian branches was opened in Semipalatinsk. It was created on the basis of the Semipalatinsk Institute of Public Education.
