THE INFLUENCE OF EXTERNAL ACTORS ON THE ENERGY INTEGRATION OF THE EAEU

Abstract

The dependence of state revenues of the EAEU member countries, especially Kazakhstan and Russia, on the situation on the world oil market and the increase in global and regional risks negatively affect the pace of modernization of energy integration. Trends in the decline in oil prices since September 2014 and the deterioration of the modern integration of the EAEU members due to the global pandemic will negatively affect the GDP indicators of these countries and increase risks in the formation of a single energy market for this integration association. In this regard, this article sets the goal of
studying and revealing the urgent problems of improving the mechanisms and legal support of mutual trade statistics in the energy sector and the influence of external actors on the EAEU integration processes. The methodology of statistics on the influence of external actors on energy integration showed a number of shortcomings. These include - a low level of reliability and incompleteness of primary information, imperfection of processing methods, and inconsistency of national statistical services. In order to increase the level of completeness, reliability and quality of the developed and published data on energy integration of the EAEU countries, it is necessary to organize a functional interaction of national and regional supranational bodies, create conditions for their full participation in the global system of organizations by deepening databases, applying modern information technologies, and training personnel and the scientific validity of the decisions made. It is important to unify the declaration form of energy products supplied through mutual trade. One of the factors for the development of the EAEU is certainly full-scale energy integration, which allows combining the activities of energy exporters in foreign markets. The formation of the EAEU common energy market will largely depend on both external actors, such as instability in the global oil market, the growth of regional and global risks, as well as the internal pace of implementation of the import substitution policy and, in general, industrial policy, and the state of the investment climate. A constant analysis of these actors and the necessary adjustment of decisions at the regional supranational level will reduce the risks of Eurasian integration.
