The article is devoted to the history of the Byzantine emperor Justinian and his collection of laws, known as the Collection of Civil Rights, published as a result of his reforms, and his significance in the life of the empire. Of course, first of all, the author describes the historical period before the reign of Emperor Justinian. After all, the history of early medieval Europe and important issues of public life are closely related to the process of the Great Migration of Nations.
In the article, the author evaluates the achievements of Emperor Justinian in the field of government. Above all, these achievements are characterized by a collection of laws called the "Code of Civil Rights" adopted by the Emperor Justinian. Of course, the "Code of Civil Rights" adopted by Emperor Justinian gave impetus to the development of all spheres of society in the early Middle Ages. This collection of laws is the result of a great search. Because qualified specialists and well-known lawyers of that time took part in the development of the collection of laws. As a result, a collection of laws appeared, which aroused interest for subsequent researchers, his articles and influence on the development of society became the basis of research work.
