Education promotes the comprehensive development of the individual and respect for human rights and fundamental freedoms. Today, many states recognize the right of children with disabilities to education and are gradually implementing this right on the basis of equal opportunity. Similarly, in our country, the right to meet the needs of children with disabilities for accessible and quality education is enshrined in the education sector. In implementing this right, the Republic of Kazakhstan has ratified several international documents guaranteeing the rights of children with disabilities and has taken measures to implement the principles of comprehensive education for them. In this regard, our country creates conditions for all members of society, including children with disabilities, to receive education. Education for children with disabilities is part of state policy.
An analysis of the historical foundations of the development of the education system for children with disabilities in Kazakhstan, compared with the legislative acts of foreign countries, shows that today's global educational process is focused on ensuring access to quality education that prepares children with disabilities for independent, fulfilling, and dignified lives. However, the lack of a single, specific document for the implementation of the education system for children with disabilities today creates various difficulties in society. This research paper is one of the issues requiring further large-scale scientific research.
