Abstract

Abstract. In the 1870s, the political problems of the Balkan provinces of the Ottoman Empire became aggravated in international relations. During this period, diplomatic disputes took place between world empires regarding the independence and autonomy of such provinces as Bulgaria, Serbia, Bosnia and Herzegovina, Romania, which were part of the Ottoman Empire. These issues arose within the framework of the "Eastern Question" between England, Russia, Austria-Hungary and the Ottoman Empire. Over time, Germany, which was gaining strength in Europe at that time, began to interfere in the Balkan issues. In the 19th c. 1870s Several international conferences on the Balkan issues were organized, the most important of which was the Berlin Congress of 1878. The Berlin Congress was organized by the Chancellor of Imperial Germany Otto von Bismarck. Bismarck's own positions were formed in connection with Germany's policy on the Balkan issue. The scientific article examines the political positions of German Chancellor Otto von Bismarck on the Balkan issue. The article analyzes the policy of German Chancellor Otto von Bismarck towards the Ottoman Empire and European empires at the Berlin Congress. In addition, a historical assessment is given to the results of the congress and Bismarck's political activities. The international issues raised at the Berlin Congress and the influence of the congress on German-Turkish relations are determined.
