Abstract

The article examines the resettlement policy of the Russian Empire from the second half of the 19th – early 20th centuries in the Turgay region, especially the resistance of the Kazakhs in 1906. This work is based on the analysis and synthesis of archival materials, events are reflected objectively. The author focuses on the dynamics of the resettlement policy, which in the future led to an organized clash. Consideration of official documents of military governors, orders of the Ministry of Internal Affairs, reports of officials indicate the negative situation of the Kazakh people and the inefficiency of the top leadership.
Based on the analysis of archival materials, it should be noted that the rights of Kazakhs were suppressed. There was a clear differentiation of the population. The paper provides a comparative review of the colonization process in other volosts of the Turgay region. The data obtained prove the hypothesis that the resettlement policy was systemic in nature and led to social tension. The information from the article is significant for future research by scientists regarding land issues and national liberation resistance in Kazakhstan.
