The article examines the process of preparatory work of the Kazakh Regional Committee of the All-Union Communist Party (Bolsheviks) to conduct a campaign for the confiscation and eviction of baiys, semi-feudal lords, descendants of khans and sultans, volost governors, etc. The Kazakh Regional Committee began direct preparations for the campaign back in February 1928, when it created a commission from leading party workers on the development of a draft decree on the expropriation of the farms of large cattle breeders. During the spring, the process of developing a draft decree on confiscation and eviction was underway. Finally, in June 1928, a joint draft resolution was developed by the Central Executive Committee and the Council of People's Commissars of the Kazakh Autonomous Soviet Socialist Republic, which defined standards for cattle breeding farms in Kazakhstan: for nomadic, semi-nomadic and sedentary areas. The next preparatory stage was a meeting at the Kazraykom in Kzyl-Orda on July 26, 1928. At this meeting, all the main provisions of the decree on confiscation were actually approved. Then, on August 15, 1928, the Kazakh Regional Committee of the All-Union Communist Party of Bolsheviks adopted a resolution establishing a Party Commission to manage the confiscation. From that moment on, the implementation of the campaign fell entirely on the said commission, which included many senior officials of Kazkraikom. The final stage in the preparatory work for future confiscation in Kazakhstan was the joint meeting of the Central Executive Committee and the Council of People's Commissars of the Kazakh Autonomous Soviet Socialist Republic, held on August 27, 1928, at which a draft decree was approved on the confiscation and eviction of the largest bai farms and semi-feudal lords in the republic.
