ON THE ISSUE OF THE TRANSFER OF THE CAPITAL TO AKMOLA ON THE BASIS OF ARCHIVAL DATA

Abstract

The article provides a detailed analysis of the decision-making on one of the most interesting and fateful decisions to transfer the capital from Almaty to Akmola. In modern times, the capital of Kazakhstan has been moved repeatedly, but the difference of the transfer from Almaty to Akmola was completed after gaining independence. The author notes that initially the very idea of transferring the capital was greeted with caution. Moreover, the parties gave many arguments why it was impossible to move the capital in such a difficult period, when the economy was not yet unstable.
Based on archival documents and memoirs of participants in the events, the author of the article traces the entire process of discussing the transfer of the capital from the initial idea to the adoption of a specific decision. The main decision-making centers were like in the presidential administration, when the issue was discussed and expert groups were created. It was equally important to obtain the consent of the deputies of the Supreme Council. As archival funds have shown, the discussion of this issue was very emotional and heated. After the debate, the Supreme Council by a majority of votes decided to transfer the capital, which allowed the President of Kazakhstan N.A. Nazarbayev to issue a Decree "On the capital of the Republic of Kazakhstan"
