Providing Kazakhstan with trained personnel with international qualifications is as relevant as at the dawn of Independence, when the Bolashak International Scholarship was established. The formation of a professional civil service corps from among the most talented youth is a priority task of modern Kazakhstan. The article is based on the analysis of regulatory documents, scientific articles, statistical data and other materials. Historical, comparative and institutional methods were employed. The main distinctive features of the Bolashak program are characterized. The article describes the history of the development of the program in stages, its transformation in accordance with the strategic plans of Kazakhstan. The outcomes of the program to provide the country with internationally recognized experts are outlined. Special attention is paid to the training of state managers under the Bolashak program. The positive trend of the growth of graduates of the program among civil servants has been revealed. The article highlights the achievements of the Bolashak Scholarship and the recognition of its effectiveness by the world community
